Minutes of meeting held on 9 January 2002 at 7.30pm

Police Report

 

1 house break-in - under investigation
2 attempted theft of motor vehicles
1 garage break-in 1 car break-in - Youth detained
1 attempted house break-in - 1 detained
P, C. Gemmel will try again to contact the owner of the damaged abandoned car in the Lodge car park.

Minutes of Meeting held on 12th December 2001

 

a) Reporting /Consultative Protocols

At the meeting of the 12th December, 2001 the Members of Langbank Community Council agreed to take note of the fact that Alex Hewetson was developing a protocol document for adoption by Community Councils on the method and technique which should be employed when engaging in dialogue with the Council Departments and other external agencies. However, the Langbank Community Council feel that it should be minuted that, in the past they have had direct contact with various departments within the Council and also direct contact with external agencies both of which have proved very positive. It was felt that if a protocol was set up which took the opportunity of direct contact away from Community Councils the results may not be so positive. The Members also agreed that it was more important for Community Council to know who to contact in various departments rather than having to go through someone else. Ian Reid will write and ask for clarification on this.

 

b) Election of Office Bearers
Langbank Community Council has always had a Vice Chairperson and the Members decided unanimously that this should continue.

Mr. E. Bell seconded by Mr. L Reid moved that Mr. B, Southwood be appointed vice chairperson of Langbank Community Council. There being no further nominations for this post, it was agreed that Mr. B. Southwood be appointed Vice Chairperson of Langbank Community Council.

Planning Information

 

Ian Reid wrote to Planning Department, after the last meeting regarding the Community Councils view on the new plans submitted for Undercraig Farm. However, Planning Committee have turned down the application because the foot print of the new house is greater than the existing house and the area comes under Green Belt Legislation.

4.

Registered Weed

 

Ian has spoken to Mr. McKenzie of Amey - waiting for him to get back, Ian has not yet contacted S. E. P. A.

5.

Playing Field

 

Marion has phoned Colin McLellan and has a meeting with him tomorrow.

6.

Local Committee Grant

 

Additional doggy bin has yet to be installed.

Langbank Playgroup have submitted a request for grant for equipment.

Request that the WRI receive a grant to help pay for meal to celebrate their Centenary. Marion suggested that they should contact Renfrewshire Council as there are grants and catering facilities available for events such as this.

Community Service

 

Marypark path appears to have been tidied up.

Wall in Station Road has had some work done but it is not finished. Ian will phone and find out what is happening.

8. 

Roads

 

Traffic calming has now been completed.

9.

Litter etc.

Marion will pursue and find out what the position is at the moment with regard to the Council funding the Litter Warden Scheme.
The litter bin which was sited at entrance to Station on Station Rd. has now found its way farther down and on the pavement on the other side, Neil will check to see if it is being used and will then decide if it should be moved back or left.

Village Flood Prevention

Marion spoke to Ian Hamilton and he is going to write to both Railtrack and West of Scotland Water. Hopefully a meeting will be arranged to discuss the problem of flooding at east end of village.
Water from field is seeping on to Station Rd. Marion has asked for area to be cleaned again.

Tree Preservation Orders

Deirdre will contact Jenny Gough and try to establish which trees in the village have Preservations Orders on them.

Available - gives ideas, advice etc, for activities to celebrate the Queen's Golden Jubilee.

14.1

Railtrack meeting

Ian and Neil attended meeting, last Monday, regarding work that has to take place on rock face at side of railway line. Meeting was well attended and among those present were Ms. T. Godman, M.S.P. and Mr. J Sheridan, M.P. Work will start before the end of the month and will take place between the hours of 11 pm and 6 am. It will take 12 weeks; Contact cards have been left if anyone has to get in touch with engineers, for any reason. Neil Barrington, Community Council Chairman is a contact person. If anyone finds the noise unbearable Railtrack is willing to provide hotel accommodation, if necessary.
There will be a holding pen at west end of Main Rd. for equipment etc. Unfortunately, they will have to go through some gardens to access rock face. Individual householders will be notified if access to their property is required. Strict guidelines appear to be in place with regard to movement of equipment, noise etc.

14.2

Roads

Very deep potholes on bend of Old Greenock Rd on east side before it meets Barochan Rd. at Drums estate. Marion will contact Roads Dept.

West of Scotland Water

To be contacted and asked if they are willing to come back and give update - and answer some questions which have cropped up.

Village Hall.

Meeting of Committee to be held next week. Donald Clark is new caretaker.
