Minutes of Meeting held on 10th May 2000

PRESENT: Mr. I. Rocke, Mr. I Reid, Mr. N. Barrington, Mr. E. Bell, Mr. I. Darroch, Mr. B. Southwood, Ms. D. MacLean, Mrs. J. Hunter, Mr. D. Rodwell, Mrs. Gloria Harkness, Mrs. G. Fleming.

1.

Police Report

3 recorded crimes
1 vandalism of car
theft of wheel from motor vehicle
theft of golf clubs from Gleddoch
Although there were only 3 recorded crimes there have been a number of incidents around the village which have not been reported to the police - these include:-
vandalism to a number of cars;
the setting alight of the caravan at St. Vincents and fly tipping outside the village.
P.C. Gemmell is aware of the above and he will be monitoring the situation and will visit the areas at appropriate times.
Speed of Traffic (Main Rd) Councillor Anderson requested that the speed of traffic on the Main Rd. be monitored again as there have been complaints from residents regarding the excessive speed of some vehicles.

Office Bearers' Reports

Mr. Ian Rocke, Chairperson gave a brief account of the various initiatives the Community Council were involved in and those which are ongoing.
Mr. Ian Darroch gave a brief report based on the Statement of Accounts.

5.

St. Vincent's

Permission has now been granted and building/renovation work should start soon. Some conditions have been imposed by Planning Dept. These include:-
traffic control on Middlepenny Rd./railway bridge (this could be traffic lights but would be subject to consultation and public opinion);
culvert on site to control flooding
and the possibility of link path to station.

New Planning Applications

None.

7.

Playing Field/Flooding

Clr Marion Anderson suggested that a sub-committee is formed to look at the minutes of Flood Prevention Committee, which is due to meet on 17th May, 2000 and also the report drawn up by Mr. S. Tingle.

8.

Local Area Committee Fund and Community Chest

Committee should be thinking of how to spend the coming years allocation.
£700 - Local Initiative Fund and £240 Community Chest.
It was decided that a doggybin should be purchased and maintenance costs met for a year's trial and placed on the ground at the entrance to Douglas and Seath Avenues. If this proves to be worthwhile then other sites in village could be provided with the same. The cost of this is to be taken from Community Councils Deposit Account. Ian Reid will organise this.
Langbank Community Council have joined Scottish Association of Community Councils.
Ian Reid had information regarding the fact that Calor Gas award money to Community Councils for various projects - he will look into this.

9.

Various Road Issues

Neil Barrington pointed out that there were various kerbing stones etc. in Seath Ave which needed attention Ian Rocke requested 'No through road signs' for Dennistoun Rd. and Helenslee Rd., as of yet he has had no reply.
It appears that the Road Sweeper has not been present in the village for sometime. Ian Rocke asked Marion to follow this up.
It was suggested that at next meeting the issue of litter should be discussed with P.C. T. Gemmell.
Again there was much discussion with regard to the speed of cars and also the parking of cars on the Main Rd. and concern was again voiced with regard to the safety of the young children who live in the area. Various solutions to this were discussed which included a reduced speed limit, traffic calming and sleeping policemen. Marion will approach the Roads Department to find out if it is possible for Community Council to take this on board and raise the necessary funds.

10.

Environmental Issues

There appears to have been no more complaints re the paper recycling bins which are sited at the Village Hall.
Thirty six people helped at the Village Clean-up - the Community Council thank all who turned up to help. Graeme Southwood won the children's prize draw and Tony Curran won the adult's prize draw.
It was proposed to have next year's clean-up day on the last Sunday of April so that it doesn't clash with any other village event.
It was also suggested that as well as lifting litter etc. various overgrown paths etc. could be tidied up.
There was some discussion with regard to fly tipping around the village.

Open meeting on 14th June, 2000 refreshments - organised.

Drains in Middlepenny Rd. and Dennistoun Rd. have been blocked - were due to be cleaned last week. Barry Southwood will check them and let Marion know if they have not been cleaned.

West of Scotland Water are going to give a talk to Renfrewshire Council on 20th June, 2000.

Gala Day - 10th June - Ian Rocke to speak to Fiona Guthrie regarding a display outlining the role of the Community Council and the various initiatives that the council was involved in.

Marion Anderson will pursue the possibility of the repair to the stone wall at the field.
