Planning Permission

Plan for replacement house at Undercraigs Farm has been rejected.

Planning permission for erection of conservatory at 7 Seath Ave has been submitted.

Planning permission submitted for a new house in Houston Rd.

Planning department waiting for Roads Department to get back to them with regard to traffic lights on Middlepenny Road. It is hoped that plans for this will be ready for October Planning Meeting.

Planning for this should come back to Community Council for consultation.

Neil Barrington explained the history of the above to Mr. J. Sheridan.

4.

Registered Weed

No further information at present.

5.

Grass Verges

Marion Anderson arranged for the grass to be cut at the west end of the village at the slip road on to dual carriage way.

6.

Playing Field Wall

Ian Reid has spoken to Colin McLellan regarding the repair of wall in Station Road. The stone has been stored at Barshaw Park. Community Service will collect the stone and repair the wall. The Community Council will pay for the cement and sand.

7.

Play Area - Middlepenny Road

The new equipment is now in place.

8.

Village Hall

No further information. Apparently there is a problem with regard to using the hall kitchen for catering because of the sinks. Marion Anderson will phone Henry Gray to find out what is happening.

9.

Doggy Bins

Ian Reid will submit the paper work to the local Grant Committee Meeting on 4th October, 2001, for a Doggy Bin to be installed at entrance to the Bovis Estate and a Litter Bin to be placed at the entrance to Station.

10.

Community Service

Community Service cleared the public path which leads from Mary Park to Middlepenny Rd. early this year but unfortunately it is badly overgrown again. Marion Anderson will look at this.

11.

Station Road

On 10th Sept. work started on laying a new gas main in Station Rd. South of Douglas Ave will be closed until 6th October. Signs which were placed in the vicinity were very vague and caused some confusion for various delivery men. Marion Anderson has phoned Transco with regard to these and hopefully clearer signs will be put in place. There was some concern expressed as to the length of time this would take and the lack of access for larger delivery vans etc. to the houses in the estates off Station Rd. It was also discussed that there was the possibility of a water mains being laid in the same stretch of road. If this is the case is West of Scotland Water going to close the road to lay their pipe? Neil Barrington to approach Mr. L. Conn at Gleddoch and ask if they are still intending to be linked to the main water supply. Station Road is also on the Roads Department Agenda for resurfacing.

AOCB

Verge Cutting
Members of the Community Council felt that, since the contract for cutting grass etc. on verges of main highways (in this case the A8/M8) was taken away from the Local Councils there has been a deterioration in both the quality of the work and the number of times it has been carried out. This is particularly evident when driving into Inverclyde along the A8.

Road Sweeper
Ian Reid has been in contact with Renfrewshire Council with regard to the road sweeper. As a result both the larger and smaller motor sweepers now come to Langbank.

Road Maintenance
Mrs. Currie mentioned that there was a broken drain cover on the Main Rd. outside the church. She also asked if there was going to be a link path from Middlepenny Rd. to the Station via St. Vincent's.

Renfrew Swing Bridge
Community Council have received notice that the Swing Bridge on Inchinnan Road, Renfrew will be closed from early October for six weeks.

Local Plan
Ian Reid has received a draft of the Local Plan. The only developments on it for Langbank at present are 8 houses at Gleddoch and 4 houses at West Glen Farm. There are two meetings to be held on 25th September, 2001 at 2 pm and 7pm. with regard to this. Neil Barrington and Ian Reid will attend the evening meeting.

Review of Community Councils.
In order for the Community Council to remain in Langbank, Ian had to submit 20 names. This has been done. The present accounts have to be closed and audited at the end of September and an Inventory of Assets has to be drawn up. The present Councils have to continue during the transition period until new members are in post. Langbank has 15 places. It is essential that new members are recruited. A Liaison Officer has been appointed and hopefully will be a direct contact and should be able to facilitate all the other services. Deirdre McLean suggested that we should put a notice on the board and put fliers out in order to recruit new members.
Elections for Community Councillors are to be held on 25h October, 2001.

Water Supply
When the water supply to the village was cut off earlier this month apparently West of Scotland Water only delivered bottled water to some houses.

Website Master
Ms. Fiona Johnston offered her assistance with regard to Community Council business being included on the official Renfrewshire web site. She is the official websitemaster for Langbank and her e-mail address is: webmaster@langbank.org.uk.

Miscellaneous
At the end of the meeting Mr. Neil Barrington thanked Mr. J. Sheridan, MP, for attending and asked if he would like to comment.
Mr. Sheridan stated that he was trying to visit as many groups as possible during the Parliamentary recess. He mentioned that during his visits to other Community Councils both the lack of police presence in the community and the lack of public transport were high on the agendas. It was explained to him that on many occasions the lack of public transport has also been on our agenda and that it is still a concern. Some discussion took place concerning the issue of no bus service, yet one passes on the dual carriage way several times a day but does not come into the village. The lack of police presence has also been mentioned but at the moment the crime rate in Langbank is relatively low. However, more police presence would always be welcomed. Mr. Sheridan requested that a copy of the minutes be sent to him. Ian Reid will see that he is included on the appropriate list. .
