Minutes of Meeting held on 12th April 2000

Police Report

4 recorded crimes:-
All car related crimes with two classed as detected incidents. PC Gemmell also advised of a theft of golf clubs from Gleddoch Golf Club.
I Rocke advised that there still appears to be activity at the "bothy" which is situated in St. Vincent’s grounds, PC Gemmell will increase his focus on this area together with that of the nearby burn.

MINUTES OF PREVIOUS MEETING

The minutes of the previous meeting were approved.

3.

St. Vincent’s

It appears that the Community Council’s fears relative to flooding have been acknowledged by both Planning and Road Departments who are now discussing this issue and that suitable action must be taken to address this problem. The point was strongly made that the developers must get it right "first time" as corrective action can be ineffective and protracted and it must be clear at the outset where the site water will be channelled and it’s eventual destination as plans do not detail water courses.

Councillor Anderson will consult with Mr A Swain of Planning Department to clarify that despite all the points raised in connection with this site should there be problems upon completion with whom does the responsibly lie.

The Meeting wish to place on record that they have grave concerns about this site in connection with flooding, ground levels and footpaths. I Rocke undertook to contact Architect, also Planning re flooding and Roads re path.

It is suggested that a new footpath is provided by the developer on this site to link with the already formed paths, should this not be possible resurfacing of the present paths would be suggestion. This planning Application is to be heard at the committee meeting of 4th May 2000.

4.

New Planning Applications

Amendment to Planning already granted at Station Road East. The amendment involved a minor change to the-siting of the 8 homes, together with a modification to the style of same. Concerns were intimated relative to the drainage/water course of the area, the upkeep of the portion of land identified on the plans as "Community Woodland" and to the situation of one property which appears to be very close to the adjacent wooded area.

Ian Rocke will request Ian Reid express the Community Council’s concerns on these issues.

Playing Field/Flooding

Councillor Anderson advised that S Tingle’s full report of the flooding in Langbank will be discussed at the next meeting of the Flood Prevention Committee on 17th May, the causes and the recommended course of action. It appears at this point that costings for said action will not yet be available. The meeting discussed at length the intensifying problem of flooding on the path running into Station Road which is now extremely dirty and is making walking very hazardous and dangerous especially for older members of the community. No response has yet been received to recent letter to Environmental Services.

In response to the recent survey undertaken in Main Road regarding flooding it is disappointing to note, to date, only 11 replies have been received.

Local Area Committee (LAC) and Community Chest

This year’s budget has been exhausted and Councillor Anderson anticipates that the resource allocation for next year will be at similar level.

Funds were provided to the Millennium Committee and two picnic benches are being purchased for the village Gala Day on 10th June 2000. Councillor Anderson is to meet with G Pettigrew of Environmental Services to obtain hygiene facilities for Gala Day.

Various Roads Issues

Resurfacing of Middlepenny and Dennistoun Roads will be undertaken during the school Easter holiday, week beginning 17th April 2000. Pothole at Douglas Avenue has been resurfaced. I Rocke has written to Roads Department requesting "No Through Road" signs for Dennistoun and Helenslee Roads. An action which was felt by the meeting to have substantial merit especially in the light of forthcoming construction and "prospective purchaser" traffic in the area.

Environmental Issuses

Waste Paper Bins

The meeting were advised that one complaint had been received in connection with the resiting of the waste paper bins to the Community Centre. Councillor Anderson has visited the site and will monitor the situation.

Poop Scoops

I Rocke advised that free poop scoops were now available in Allardyce’s shop, Doctor’s surgery and the Mobile Library.

Annual Village Clean Up

This event date of 7th May unfortunately clashes with two other village events i.e. Plant Sale at the Church, and Erskine Bridge walk for Christian Aid. I Rocke has placed notice of the clean up in publications and he will organise the printing of leaflets which will require to be distributed. A number of the committee volunteered to distribute same when they are to hand. I Darroch to arrange a Pub Lunch as prize at clean up and sweets for the children.

Correspondence Received

I Rocke obtained information on the "Dial a Bus" Service. However it appears that this service only runs to Langbank on a Monday and residents advise that when they try to use the service they have to phone first thing in the morning to reserve a place, experience showing that the bus is generally full.

May Meeting of Community Council

This meeting will be the A.G.M of the Community Council. I Darroch intimated his regret that he will be unable to continue in the role of Treasurer.

June Meeting of Community Council

This will be the annual "Open" meeting to be held on 14th June. Suggested speakers for this event to be representatives from Flood Prevention Committee and Environmental Services Department

Streetsweeper

It was raised by the meeting that he appears to have been absent from the village for some time. Councillor Anderson will investigate.

Church Hall

As it appears unlikely due to insurance problems that the Community Council will be able to meet next year in the Church Hall, I Darroch will review Community Council funds in order to make donation to Church.

 

 

Local Council Meeting of 20th June

Councillor Anderson advised that representatives of West of Scotland Water will be attending this meeting and if any member of the Community Council wishes points raised they should advise her of same.

Houston Road

Councillor Anderson advised that residents whose homes are at the Railway Bridge on Houston Road had complained of lorries on the grass verges close to their homes. She has spoken with Roads Department who will install kerbing in the area concerned.
