Minutes of meeting held on 13 February 2002 at 7.30pm

1.

Police Report

 

PC Tom Gemmell presenting the Police Report stated that it was disappointing that the present figures were poorer than previous months. The crimes included:

Netherton - House Break-in Garden shed broken into

Station Rd -Car break - in

Main Road -House burglary, Lodge -Theft of telephone box

The abandoned car is still in the Lodge car park. Further attempts will be made to have it removed.

Minutes of Meeting held on 9th January 2002

 

The previous minutes were agreed.

3.

Planning

 

St Vincent's Gate:- The proposed changes will not affect the height and layout of the houses.

Mondesir:- Following comments from local residents, Planning officials intend to inspect the building work. Middlepenny Road Lodge:- Proposed plans have not yet been registered.

27 Middlepenny Road:- It was understood that this application had been withdrawn but was to be resubmitted in an amended format. However members felt that the application would only affect the immediate neighbours in Middlepenny and Dennistoun Roads and, as there are similar precedents in the area, any objections would be between the applicant and the immediate neighbours.

Reporting/Consultative Protocols

Ian Reid has spoken to Alex Hewetson, Renfrewshire Council's Community Liaison Officer. We will be able to review the protocol before it is introduced but there is no intention to stop direct contact with Renfrewshire Council Departments.

5.

Registered Weed

 

Dave Watt, Amey's Landscape Manager, has been in contact. They will look at the problem again but the best time to spray the Japanese Knotweed is apparently early summer. Ted and Ian to view the extent of the problem.

6.

Playing Field

 

Marion is meeting Colin McLellan tomorrow.

7.

Local Committee Grant

 

Additional doggy bin not yet installed. To be pursued.

8.

Litter, etc.

 

Marion to establish position regarding the Litter Warden Scheme. Question of a further litter bin for the village to be discussed.

9. 

Village Flood Prevention

 

A meeting had been held with Railtrack, West of Scotland Water, Roads Department, Silverwell residents and Marion Anderson. Detailed proposals are awaited but a report of the meeting from Marion is attached to these minutes

10.

Community Services

The wall in Station Road has been completed.

11.

Tree Preservation Orders

Deirdre has received information from Jamie Mackie but it is not very detailed.

12.

Railtrack Work

The start of the work was delayed but has now commenced.

13.

Community Council Duties

Members to consider who should take responsibility for various Community tasks. e.g. Roads and Transport, Environment, Street Lighting, Flooding, Planning.

COUNCILLOR ANDERSON'S REPORT ON FLOODING MEETING WITH W.O.S.W, RAILTRACK AND ROADS DEPARTMENT ON FRIDAY 8 FEBRUARY 2002

Present: Crawford Charles -W.O.S.W., John Conway -Railtrack, Iain Hamilton -Head of Roads, Ian McCallum - Roads Department, Councillor Marion Anderson, Bill and Joy Reid - Silverwell, Dr. lan Cumming and Fiona Cumming - Silverwell, and Lew Wright -adviser to Dr Cumming

Councillor Anderson chaired the meeting as I felt it was important to ascertain who was responsible for what, regarding the flooding issues at Silverwell, Main Road, Langbank.
Lew Wright produced a bag of rubble with brick and stones, which he had cleared from the culvert.
Roads Department, in July 31 1998, put camera down at point 2 on the map to establish where the blockage was. The camera however, was not put through Railtrack land, as there was concern they would not be able to retrieve it, as the pipe was larger. Railtrack have agreed to clean out their culvert once a month for four months. They will also look at Roads Department video of the area in question.
The Council will jet clean at point 4 on the map. They also stated that the residents are responsible to clean from point 3 and 4 in map (this is their property). The residents disputed this. Iain Hamilton said he would check to see if this was the case.
Lew stated that he would like Scotrail to clean out rubble from their culvert. Also Roads to clean from the railway manhole through to the front of Silverwell. Roads also to clean from the front of Silverwell boundary to the river. Access to the watercourse is the problem at two points. Firstly, Railtrack have a problem in cleaning their culvert as they cannot find the manhole at the upper end i.e. could be in the garden of no. 10 Station Road. The second access problem is at the front of Silverwell boundary, where there doesn't seem to be any! There does not appear to be any access between Bill Reid's corner, and a manhole in the central register of the dual carriageway. Lew thinks there could be a problem in trying to rod from the Reid's small chamber as all cleaning should push the debris downstream not upstream.
Since Railtrack cleaned their culvert the water penetration has improved but there is still water leaking into Dr Cumming's property.
I asked about the constant problem of the flooding on Main Road, outside the Langbank Lodge Car Park and W.O.S.W stated that this was the responsibility of the owners of the Lodge and John Conway had been in communication with them to make them aware of their responsibility.
The meeting ended with the resident feeling pleased that at last someone is listening to their concerns and that Roads, W.O.S.W., and Railtrack are now talking to one another. All that remains now is for the missing manhole to be found!
