Minutes of meeting held on13 March 2002 at 7.30pm

Present:        Mr. I. Reid, Mr. N. Barrington, Mrs. J, Hunter, Mr. B. Southwood, Mr. E. Bell, Ms. D. MacLean, Mr. F. Simpson and Mrs. G. Fleming.

Police Report

 

1 house break-in - male apprehended
1 attempted house break-in
1 theft of motor vehicle
2 attempted theft of motor vehicles
1 act of vandalism
1 road traffic incident
1 disturbance in Station Rd.
It was also noted that the abandoned car which had been situated in Langbank Lodge Car Park has been removed.

West of Scotland/ Abvest re Planned Sewerage System

Update was given with regard to the above and as stated before the preferred option was the construction of two pumping stations within the village and the transfer of the sewerage for treatment in Inverclyde.
It was emphasised on more than one occasion that this will not solve the flooding problem in the village but will remove the offending pollutants from flooding. The flooding problem is a very different issue and is not the responsibility of West of Scotland Water.
Mr. J. Smith asked various questions and some debate took place with regard to some issues. It was again stressed that the above plan is to meet European Legislation repumping of raw sewerage. Mr. John Smith stated that the land which was proposed for both pumping stations was owned by Lord St. Helens.
Representative for partnership replied that correspondence from above stated that he had no interest in that land. They hope to receive approval to go head with this option within the next month and the work should commence April of this year and would take approximately 38 weeks to complete.
It was mentioned that in the past there have been electricity power cuts, in the village, and we were assured that alarms would be fitted to alert the appropriate personnel who would then deal with the situation.
When the question of the septic tank/cesspit was raised the representative from West of Scotland Water stated that he would get back to the Community Council to confirm the proposed outcome.
Mr. Smith asked if West Ferry Option (ie. Ferryhill Plantation) had been ruled out and he was told that the presentation tonight was for the preferred option. However, some debate did take place but again it was reinforced that this had been discussed at a previous meeting and that the preferred option was the two pumping stations within Langbank.
The group were asked if the new proposals would cope with additional building and it was stated that it could but within limitations. Again it was stressed that these proposals are to adhere to European Legislation with regard to the treatment of raw sewerage and not to solve the problem of surface water flooding. Representative from Abvest talked about the guidelines which they will have in place for those involved in this project to ensure the health and safety of all.

Planning Information

 

a) St. Vincent's Lodge - Plans now submitted -it is a listed building
b) 27 Middlepenny Rd - Plans withdrawn but have been amended and resubmitted - no objections from Community Council.
c) Houston Rd. - Application to build house - appeal has now gone to Scottish Executive.
d) Middlepenny Rd. - Plans to build house on plot opposite St. Vincent's Lodge, on bad bend, have been re-submitted. Community Council feel that this would add to the difficulties already encountered by traffic on this bend and should be carefully considered before permission is granted. Community Council will write to Planning Department and express their concerns.

Reporting/ Protocols

Community Council Forum to be set up. Community Councils to be provided with laptop with internet and e-mail facility.

Registered Weed

 

Problem is greater - the weed is growing and spreading. Community Council to follow up and ensure that it is dealt with.

7.

Playing Field

 

Marion has met Colin McLellan. He will see what can be done with regard to fence ? undergrowth will be cut back. However, it is not a high priority for council.

8.

Local Committee Grant

 

Doggy bin to be installed on land at entrance to Douglas Ave., tomorrow!!!!!
Langbank Primary has submitted a request for grant for additional litter bins in playground.

9.

Litter etc.

Marion was told that the Police and Renfrewshire Council have to have a joint protocol to take this forward and that there does not appear to be any extra money at the present time.

10.

Village Flood Prevention

Situation was worse recently when the tide was out. Marion has spoken to Stuart Marshall. It has been thought that one reason for the problem is a missing manhole and culvert. This issue is now in the hands of lawyers.

Tree Preservation Orders

Deirdre has contacted appropriate department - J. McKie to send more detail.

12.

Railtrack

Work is ongoing - doesn't appear to give cause for concern at moment.

14.1

Roads

Potholes
It was noted that there are numerous potholes throughout the village and also on various approach roads - this will be dealt with at next meeting.

Station Rd.
Five cars involved in various collisions on the morning of Saturday, 23rd February 2002 - in fact two cars were written off as a result. The road had a slight covering of snow but underneath was black ice and the roads had not been gritted. This will be brought to the attention of Renfrewshire Council.

Fireworks

Letter received from Mr. J. Sheridan, MP regarding restrictions on the selling of Fireworks etc. Petition available for signatures.

Recycling waste-paper

Marion has e-mailed Alison Ewing regarding the repositioning of the bin

14.4

Proposals for Development.

Mr. John Smith

Mr, Smith asked if Community Council would listen to some ideas/ proposed plans which he felt would solve some of the villages problems.
It was stated that Community Councillors have agreed in the past that there should be no encroachment of greenbelt and this position should not change.
Mr. T. Bell said that he would be willing to look at the plans, but was not saying that he would agree with them. Mr. Smith said that he would bring his plans for the Community Council to look at.
